Public Hearings
The City of St. Charles offers all interested citizens the opportunity to attend public meetings and comment on public matters. If you wish to attend a public meeting and require an accommodation due to a disability, please contact the Office of the City Clerk to coordinate an accommodation at least two (2) business days in advance of the scheduled meeting at 636-949-3282 or 636-949-3289 (TTY – for the hearing impaired).
All applications, maps and plans for the below items as received from the applicants are available for viewing by the office of the Department of Community Development during regular business hours. Board of Adjustment - September 11, 2023
- Case No. BOA-2023-14. Address: 317 N 6th Street (Robert Tanner) A request to decrease the minimum setback from the side yard lot line for an accessory structure (carport) from five (5) feet to zero (0) foot as regulated in Section 400.530(A)(3) of the City of St. Charles Code of Ordinances. The property is zoned R-1E/EHP Single-Family Residential District within the Extended Historic Preservation District (Ward 1).
- Case No. BOA-2023-15. Address: 3733 Veterans Memorial Parkway (Ahmad Mohsen) A request to decrease the minimum landscaping greenbelt along an adjoining residential property from twenty (20) feet to eight and one-half (8.5) feet as regulated in Section 400.220(D)(9)(b) of the City of St. Charles Code of Ordinances. - Case No. CU-2023-44. (Devon Alexander) An application for a Conditional Use Permit from §400.150(D)(1)(n) for a new Short Term Rental within R-1E Single-Family Residential District located at 2060 Graystone Drive. The subject property is located in Ward 4. This application was considered at the June 26, 2023 Planning & Zoning Meeting and subsequently tabled at the July 11, 2023 City Council Meeting.
- Case No. CU-2023-49. (Mayra Elizabeth Murillo – La Tapa Tia) An application for a Conditional Use Permit from §400.220(C)(1)(a) specifically for liquor sales associated with a restaurant use within C-2 General Business District located at 1934 Zumbehl Rd. The subject property is located in Ward 6.
- Case No. Z-2023-09. (Cliff Heitmann – Bax Engineering) An application to rezone an approximate 1.14 acre tract of land known as Part of Lot B of the Discovery Business Park Subdivision and Part of Lot 2 of the Elm Point Commons Subdivision from I-1/WHP Light Industrial District and within the Wellhead Protection District to C-3/WHP Highway Business District and within the Wellhead Protection District. The subject property is located in Ward 7.

- Case No. Z-2023-10. (Rod Thomas – Old Franklin School, LLC) An application to rezone approximately 33,229 square feet of land located at 716 N. 3rd Street from R-3A/FPD Multi-Family Residential District/Frenchtown Preservation District to FD/FPD Frenchtown District/Frenchtown Preservation District for a proposed Boutique Hotel. The property is located in Ward 1.
- Case No. CU-2023-57. (Rod Thomas – Old Franklin School, LLC) An application for a Conditional Use Permit from §400.290(C)(3)&(5) specifically for an accessory Meeting Facility/Auditorium and §400.290(C)(2) for Liquor Sales associated with a permitted use (Boutique Hotel) within FD/FPD Frenchtown District/Frenchtown Preservation District located at 716 N. 3rd Street. The subject property is located in Ward 1.
